mercantile services which Hong Kong will provide for all

alike will make a very special contribution to the

development of settled conditions in the Far East and to

the reopening of world trade with China.

H.M.G. bear a continuing responsibility for the restoration of Hong Kong as a territory of the British

Commonwealth and all the more so since it has been

Mr. Attlee is annexed,

If at any time after settled conditions are restored

H.M.G. should decide that in the interests of relations

with China and having regard to the services of Hong Kong

to the enterprise of all nutions, any adjustment of the

boundaries or the political situation of Hong Kong should

be considered, it would be a matter for consultation

between them and the Government of Chine, and in any such

consultation it would be the policy of H.M.G. to have well

in mind the wishes and interests of the people of the

Colony.
